Always use WinINet to do proxy resolve (Recommendation Setting)
Default policy is false. If this policy is enabled, the client will always use WinINet to do proxy resolve. If this policy is disabled, the client will use WinHTTP to do proxy resolve first, WinINet will be used as the failover resolver. If this policy is not set, client will use the default setting.
