Set to disable whiteboard when joining other cloud's meetings

Default setting is disabled. If this setting is enabled, when joining other cloud's meetings, client will disable whiteboard if the EnforceSignInToJoin and OverrideEnforceSigninIntercloud flags are set. If this setting is disabled, when joining other cloud's meetings, client will not disable whiteboard. If this policy is not set, client will use the default setting.
